The Pennsylvania Air National Guard located at Coraopolis, Pa., intends to issue a request for proposal to award a single, labor-hour contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary to operate a CL-415 aircraft to transport 171st personnel and cargo. The aircraft may additionally be tasked to support wild land fire operations.
This project will require the contractor to provide full responsibility for management and operation of the CL-415 aircraft and all associated supplies, equipment, personnel, certifications, and facilities during the entire term of the potential contract.
The contractor shall establish a base of operations near the 171st Air Refueling Wing (ARW), which is based at the Pittsburgh International Airport. Magnitude of the project is between $1 million and $5 million. The type of contract is firm fixed-price. A single award is contemplated. Contract performance period is 365 days after notice to proceed.
The tentative date for the pre-proposal conference is Aug. 18 at the 171st ARW building. All questions for the pre-proposal conference must be submitted in writing (e-mail is preferred) to the contracting office by close of business Aug. 15.
The solicitation closing date is scheduled for Sept. 8.
