  • Pennsylvania Air National Guard CL-415 Contract

    The Pennsylvania Air National Guard located at Coraopolis, Pa., intends to issue a request for proposal to award a single, labor-hour contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary to operate a CL-415 aircraft to transport 171st personnel and cargo. The aircraft may additionally be tasked to support wild land fire operations.

    This project will require the contractor to provide full responsibility for management and operation of the CL-415 aircraft and all associated supplies, equipment, personnel, certifications, and facilities during the entire term of the potential contract.

    The contractor shall establish a base of operations near the 171st Air Refueling Wing (ARW), which is based at the Pittsburgh International Airport. Magnitude of the project is between $1 million and $5 million. The type of contract is firm fixed-price. A single award is contemplated. Contract performance period is 365 days after notice to proceed.

    The tentative date for the pre-proposal conference is Aug. 18 at the 171st ARW building. All questions for the pre-proposal conference must be submitted in writing (e-mail is preferred) to the contracting office by close of business Aug. 15.

    The solicitation closing date is scheduled for Sept. 8.

    Required specifications for the Constant Hawk Aerial Surveillance Demonstration project contract award:

    Specifications for contractor-provided aircraft to be used in demonstration:

    • Fixed Wing, Single Engine Umanned Aerial Vehicle (UAV) with optional on-board pilot control.
    • Federal Aviation Administration classification: Experimental.
    • Minimum available payload weight (after installation of all UAV flight equipment): 600 pounds.
    • Maximum gross (take-off) weight: less than 4,000 pounds.
    • Minimum aircraft ceiling: 20,000 feet.
    • Size and runway limits: less than 35 ft wingspan and less than 1,500 ft loaded takeoff distance.
    • Payload access: removable aircraft under-frame for rapid removal and replacement of payload via ground jacks.

      Personnel and UAV operation:
    • Contractor must provide UAV ground control station compatible with specified aircraft and demonstrate past successful UAV operation using the specified aircraft and ground control station.
    • Contractor must demonstrate past successful fully autonomous UAV landing (not remotely piloted).
    • Contractor must provide evidence of prior successful flight systems engineering and integration projects, as well as demonstrate sufficient qualified personnel and facilities for aircraft/payload modifications and installations.
    • Aircraft, contractor personnel, and all required facilities should be made available for completion of demonstration flight by Dec. 31, 2006.
